The Enforcers act as henchmen of Valmont (and later serve Shendu more directly when he possesses Valmont's body) but are later forced to serve several other villains such as Daolon Wong, Tarakudo and (for a very brief time) Drago. They mainly consist of Finn, Ratso and Chow. Tohru was originally a member of the enforcers, but he left of his own accord, and his spot was later taken by Hak Foo. The three main enforcers are more of a nuisance than a threat, providing comic relief while Hak Foo acts as the muscle for the group.
In the third season, Daolon Wong transformed the enforcers into his Dark Chi Warriors to replace the ones that were captured by the Chans; upon Wong's defeat, Uncle used a spell to revert them into humans and they were promptly arrested.
Drago also briefly employed them and transformed them into his dragon warriors, but he was also aware of their previous failures. When they failed their first task, he "fired" the Enforcers and changed them back to human form (replacing them with the Ice Gang later on). They now work for Section 13, but some Fan Fictions say they opened up a Chinese Restaurant, the Ratso as busboy, Finn as a cook, Chow as a waiter, and Hak Foo as proprietor.
It is interesting to note that in the first episodes of Seasons 1, 3, and 5, Jackie fights the Enforcers on some playground.
